The Lockr service is no longer active. This removes the deprecated Lockr documentation page and its associated image, as the page was already marked as deprecated and recommends using Pantheon Secrets instead. Co-Authored-By: Claude Sonnet 4.5 <[email protected]>

The lockr redirect is working now. The https redirect failure in CI is not related to this PR.
